Join eBay - Fraud Concerns?

eBay endeavour to make sure trading is as safe as possible for both the buyer and the seller.  when you join eBay a page shows info about trust and safety.  This page states that by using PayPal the buyer is protected on transactions up to USD$500.  Non-PayPal transactions are covered by eBay up to a value of USD$200.
